Executive Summary Cellcard is one of Cambodia’s three major mobile network operators (alongside Smart and Metfone). In Takhmau – the rapidly developing capital of Kandal Province, just 10 km south of Phnom Penh – Cellcard generally offers reliable 4G/LTE coverage in the city center and along National Road 2.
